Obama calls on Congress to approve refinance plan

WASHINGTON (AP) ? Citing historically low mortgages, President Barack Obama is pressing Republicans to back housing policies the White House says would help struggling homeowners refinance their debts and prevent foreclosures.

Obama is blaming congressional Republicans for not passing legislation he proposed in February that would lower lending rates for millions of borrowers who have not been able to get out from under burdensome mortgages. Republicans have objected, citing among other things the estimated $5 billion to $10 billion cost of the proposal.

"Here we are - seven months later - still waiting on Congress to act," Obama said Saturday in his weekly radio and Internet address.

Congress has recessed and is not scheduled to return until after the November elections.

"Instead of worrying about you, they'd already gone home to worry about their campaigns," the president said.

Obama's push comes as home prices have been rising across the United States. National home prices increased 1.2 percent in July, compared with the same month last year, according to the Standard & Poor's/Case Shiller index released Tuesday.

In the Republican weekly address, Arizona congressional candidate Vernon Parker said the U.S. corporate tax rate is pushing jobs overseas. He said he agrees with GOP presidential candidate Mitt Romney and his running mate, Paul Ryan, "that we need to stop all the looming tax hikes and develop a pro-growth tax code that brings jobs home and keeps jobs here."

He also called for the repeal of Obama's health care law.

When the Patriots and Ravens meet, it?s nearly always a battle to the final possession.

In the previous five meetings dating back to 2007, only one wasn't ? the Ravens? 33-14 victory at Gillette Stadium in a 2009 wild-card playoff game.

The others have all been three-point games, with the Patriots taking all of them, including the AFC Championship Game, 23-20, on Jan. 22.

The matchup between the two teams on Sunday Night Football should be no exception.

?I?m certainly excited, and I know all my teammates are as well,? Patriots quarterback Tom Brady said. ?We?ve had so many great games against the Ravens over the last bunch of years. It?s a Sunday Night game. We are both coming off of losses. [There] will be a lot of intensity and a lot of emotion. The Ravens are such a physically tough team and smart. We know it?s going to be that type of game. We have to bring our best, because we always seem to get the best from the Ravens.?

Football is about matchups. There will be several interesting battles on the field at M&T Bank Stadium. After reviewing game tape from the Ravens and Patriots this season, along with the AFC Championship Game, here are some factors to watch for on Sunday night:

Patriots play-action passing
Expect the Patriots to try to establish the run early against the Ravens. New England had a lot of success running the ball in January with BenJarvus Green-Ellis (15 carries, 4.5 average) but didn?t do enough of it. That shouldn?t be a problem this year Stevan Ridley is a much more explosive runner than Green-Ellis, and he should do even more damage with the guard trap runs the Patriots used so well in the playoff game. That will setup the play-action passing of Brady.

The Patriots adhere to the Bill Walsh belief that if you really want to sell play action, you pull a guard. They?ve been doing more of that this season, and the Ravens are the perfect team to perfect it against. Both Ravens middle linebackers, Ray Lewis and Jameel McClain, had a tendency to bit on play-action. Expect the Patriots to use it to free up tight end Rob Gronkowski, and to take a few shots with receiver Brandon Lloyd deep. Brady and Lloyd have just missed two ?shot? plays in the first two games.

Handling the tackles

The game will feature two of the best defensive tackles in the NFL, Vince Wilfork (Patriots) and Haloti Ngata (Ravens). Wilfork absolutely destroyed the Ravens up front in January while he played perhaps the finest game of his eight-year career to that point. Wilfork had a sack, five quarterback pressures and two tackles for a loss. He was able to do that for two reasons. One, fellow tackle Kyle Love has developed into a very good player that can draw double teams. The Patriots doubled Ngata on 16 of 29 pass plays, and four of 17 against the run in January. That may have to continue because Dan Connolly has moved from center to right guard for the missing Brian Waters. Connolly did well against Ngata at center, but Ngata is a better rusher playing over a guard.

Osemele, a second-round pick, is huge at 6-foot-5, 335 pounds and long arms. It would seem to be a mismatch against the undersized Ninkovich (6-2, 260). However, these are the matchups Ninkovich thrives in because he has exceptional quickness and has the veteran savvy to setup younger tackles. And with Ravens quarterback Joe Flacco a pocket-passer, Ninkovich won?t have to worry about Flacco escaping the pocket so he can pin his ears back.

NEW YORK (AP) ? T-Mobile on Wednesday named the former CEO of Global Crossing, John Legere, as its new chief executive.

T-Mobile USA, which is based in Bellevue, Wash., is the U.S. cellphone business of Germay's Deutsche Telekom AG. The country's fourth-largest wireless carrier, it has been struggling to compete against its larger rivals.

The 54-year-old Legere takes over the post from interim CEO Jim Alling. He had served in that position since late June, when former CEO Philipp Humm resigned. Alling will now return to his role as chief operating officer.

Humm had taken the reins in November 2010, with a mission to reverse the slow slide of the business without help from Deutsche Telekom. But revenue continued to decline during every quarter that he was at the helm.

In the company's most recent quarter, T-Mobile lost subscribers and struggled to lure lucrative smartphone users.

Before working at Global Crossing, a long-distance telecommunications provider, Legere served as CEO of a Microsoft, Softbank and Global Crossing joint venture called Asia Global Crossing. He has also been an executive of Dell Computer Corp. and AT&T.

Poor smokers in NY spend quarter of income on cigarettes: study

NEW YORK (Reuters) - Poor smokers in New York State spend about a quarter of their entire income on cigarettes, nearly twice as much as the national average for low-income smokers, according to a new study.

The study, conducted by the non-profit research group RTI on behalf of the state's health department, found there was no statistically significant decline in the prevalence of smoking among poorer New Yorkers between 2003 and 2010, even as the habit declined by about 20 percent among all income groups.

"Although high cigarette taxes are an effective method for reducing cigarette smoking, they can impose a significant financial burden on low-income smokers," Matthew Farrelly and his co-authors wrote in the conclusion of their paper, which was published this month in Plos One, an online, peer-reviewed journal.

Using data from the state health department's New York Adult Tobacco Survey, researchers calculated that smokers in New York earning less than $30,000 a year spent an average of 23.6 percent of their earnings on cigarettes, compared with about 14.2 percent nationally.

The state's wealthier smokers - those earning over $60,000 - spent an average of 2.2 percent of their income on the habit, about the same as the national figure.

New York has the highest state cigarette tax in the nation, at $4.35 a carton, compared with a national average of $1.46. New York City imposes an additional $1.50 tax. The researchers said they did not have enough data to measure whether city residents were shelling out an even larger portion of their earnings on cigarettes.

The low-income now spend twice as much of their earnings on cigarettes as they did in 2003, when the state imposed a tax of $1.50 on each carton.

The researchers concluded that to make the cigarette tax less regressive, the state should spend more of the resulting revenue on programs that help low-income smokers quit the habit, although both the researchers and the health department say this would be a challenge.

"They can be a hard-to-reach population," Peter Constantakes, a health department spokesman, said in an interview on Wednesday.

Raising the cost of cigarettes through taxation is a proven method of encouraging smokers to quit, he said.

The state spends about $41 million a year on tobacco control programs - about half of what it spent four years ago.

A judge has ruled that police in Arizona can immediately start enforcing the most contentious section of the state's immigration law, marking the first time officers can carry out a requirement that officers, while enforcing other laws, question the immigration status of those suspected of being in the country illegally.

The decision on Tuesday by U.S. District Judge Susan Bolton is the latest milestone in a two-year legal battle over the requirement. It culminated in a U.S. Supreme Court decision in June that upheld the provision on the grounds that it doesn't conflict with federal law.

Opponents who call the requirement the "show me your papers" provision responded to the Supreme Court decision by asking Bolton to block the requirement on different grounds, arguing that it would lead to systematic racial profiling and unreasonably long detentions of Latinos if? enforced.

Other less controversial parts of the law have been in effect since July 2010, such as minor changes to the state's 2005 immigrant smuggling law and a ban on state and local government agencies from restricting the enforcement of federal immigration law. But those provisions have gotten little, if any, use since they were put into effect.

Arizona's law was passed in 2010 amid voter frustration with the state's role as the busiest illegal entry point into the country. Five states ? Alabama, Georgia, Indiana, South Carolina and Utah ? have adopted variations on Arizona's law.

Despite the decision that lets Arizona's questioning requirement take effect, some backers of the law questioned the level of cooperation they will get from federal immigration agents, who will be called to verify people's immigration status and be responsible for picking up illegal immigrants from local officers.

Federal immigration officers have said they will help, but only if doing so conforms to their priorities, including catching repeat violators and identifying and removing those who threaten public safety and national security.

If federal agents decline to pick up illegal immigrants, local officers in some cases will likely have to let them go unless they're suspected of committing a crime that would require them to be brought to jail.

To the supporters of Arizona's law, the questioning requirement was the most salient part of the statute, whose stated purpose was to make attrition through enforcement the state's immigration policy. Immigrant rights groups believe the requirement presented the most opportunities for civil rights abuses.

Among the opponents of the law was the Obama administration, which filed a challenge that led to the most controversial parts of the statute being put on hold.

Shortly before the law was to take effect in July 2010, Bolton prevented police from enforcing the questioning requirement and other parts of the statute, ruling the Obama administration would likely succeed in showing federal law trumps the state law.

Gov. Jan Brewer, who signed the measure into law, appealed the ruling, lost at the 9th Circuit Court of Appeals and took her case to the Supreme Court. The Obama administration failed to persuade the nation's highest court to strike down the questioning requirement on the argument that federal law trumps the state law.

A coalition of civil rights, religious and business groups then asked Bolton in July to prevent police from enforcing the questioning requirement. They offered different reasons in trying to put the brakes on the provision.

This time, the opponents sought to block the provision by arguing that Latinos in Arizona would face systematic racial profiling and unreasonably long detentions if that section is enforced.

Lawyers for Brewer urged the judge to let the requirement go into effect. They argued that the law's opponents were merely speculating in their racial profiling claims, that police have received training to avoid discriminatory practices and that officers must have "reasonable suspicion" that a person is in the country illegally to trigger the requirement.

Bolton denied the coalition's request on Sept. 5.

Dark energy camera opens its eyes

The highest-resolution camera ever built has begun its quest to pin down the mysterious stuff that makes up nearly three-quarters of our Universe.

The Dark Energy Survey's 570-million-pixel camera will scan some 300 million galaxies in the coming five years.

The goal is to discover the nature of dark energy, which is theorised to be responsible for the ever-faster expansion of the Universe.

Its first image, taken 12 September, focussed on the Fornax galaxy cluster.

In time, along with its massive haul of individual galaxies, it will study 100,000 galaxy clusters - the largest stable structures we know of - and 4,000 supernovae, the bright dying throes of stars.

This enormous survey is a collaboration between US, UK, Brazilian, Spanish and German astronomers.

The phone box-sized Dark Energy Camera or DECam is mounted on the 4m Victor M Blanco telescope at the Cerro Tololo Inter-American Observatory in Chile's Atacama desert.

DECam is particularly sensitive to red and infrared light, to better study cosmic objects as distant as eight billion light-years away.

More distant objects are moving away from us - and each other - faster than nearer objects, which causes a shift of their apparent colour toward the red end of the spectrum - a "redshift".

What is redshift?

• The term "redshift" arises from the fact that light from more distant objects shows up on Earth more red than when it left its source
• The colour shift comes about because of the Doppler effect, which acts to "stretch" or "compress" waves from moving objects

Careful studies of the shifted light from distant supernovae were what first demonstrated this expansion, leading to the 2011 Nobel prize in physics.

What is believed to be causing this increase in the speed of expansion is called dark energy, making up more than 70% of the "stuff" of the Universe and the focus of the DECam's mission.

Other efforts hope to get to the bottom of the mystery, including the Boss survey and a future space telescope dedicated to the effort called Euclid.

But for now, Will Percival from the University of Portsmouth, a Dark Energy Survey collaborator, said DECam is an exciting prospect.

"This will be the largest galaxy survey of its kind, and the galaxy shapes and positions will tell us a great deal about the nature of the physical process that we call dark energy, but do not currently understand," he said.

The survey will tackle the problem in four ways.

It will study the same kind of supernovae that led to the Nobel prize, in a bid to unravel the "expansion history" of the Universe - when its expansion increased and decreased over billions of years.

It will also map out in 3D the distribution of galaxy clusters, measuring what are known as baryon acoustic oscillations - literally relics of the sound echoes of the Big Bang.

By counting the clusters and plotting out when they evidently formed, the survey can feed back to computer models that map out how we think the Universe organised itself in its earliest years.

And studies of the way galaxies and galaxy clusters bend passing light - in a process called weak gravitational lensing - will help to pin down the equally mysterious "dark matter" that is believed to make up more than 80% of the Universe's mass.

DECam will now be run through a series of tests and will begin the official survey in December.

With each snapshot it acquires, it will see an apparent area of the sky 20 times larger than the full moon.

In its full five-year run, it should capture an eighth of the full sky.

"The achievement of first light through the Dark Energy Camera begins a significant new era in our exploration of the cosmic frontier," said James Siegrist, associate director of science for high-energy physics at the US Department of Energy, which oversaw the instrument's construction.

"The results of this survey will bring us closer to understanding the mystery of dark energy and what it means for the Universe."

Anti-Muslim film tests free speech resolve

CERRITOS, Calif. (AP) ? While the man behind an anti-Islam movie that ignited violence across the Middle East would likely face swift punishment in his native Egypt for making the film, in America the government is in the thorny position of protecting his free speech rights and looking out for his safety even while condemning his message.

It's a paradox that makes little sense to those protesting and calling for blood. To them, the movie dialogue denigrating the Prophet Muhammad is all the evidence needed to pursue justice ? vigilante or otherwise ? against Nakoula Bassely Nakoula, an American citizen originally from Egypt.

In America, there's nothing illegal about making a movie that disparages a religious figure. And that has the Obama administration walking a diplomatic tight rope less than two months before the election ? how to express outrage over the movie's treatment of Islam without compromising the most basic American freedom.

"The thing that makes this particularly difficult for the United States is that ... we treat what most of us would refer to as hate speech as constitutionally protected speech and Americans don't appreciate, I think, how unusual this position seems in the rest of the world," said Lawrence Rosenthal, a professor at Chapman University's School of Law in Orange, Calif.

The situation also raises vexing questions about how far the government can and should go to protect someone who exercises their First Amendment right. In the past, for example, police have stood guard to ensure Nazis and the Ku Klux Klan could march without being attacked for their views.

But Nakoula's case invites scrutiny because the free speech he exercised with the film "Innocence of Muslims" has had such far-reaching and violent implications.

If the government were to overtly protect Nakoula, it could be seen by some as tacit approval of the film, and further enflame protests. Leaving him to fend for himself could have deadly consequences. There are examples of violence against others who have written or spoken against Muhammad.

White House spokesman Jay Carney on Tuesday stressed that the video was not connected to the United States government and suggested it was being "exploited by groups that have an interest in creating chaos and destabilizing their local government or attacking the west or the United States."

Egypt's general prosecutor on Tuesday issued arrest warrants for seven expat Egyptian Coptic Christians, including Nakoula, and referred them to trial on charges of harming national unity, insulting and publicly attacking Islam and spreading false information. The charges carry the death penalty.

So far, the U.S. government has acknowledged offering Nakoula very limited assistance. Los Angeles County sheriff's deputies escorted Nakoula to an interview with federal probation officials. They did so in the dead of night and allowed Nakoula to cover his face. And early Monday, deputies answered his family's request for help leaving the house where they'd been holed up for five days so they could reunite with the 55-year-old filmmaker. All remain in hiding.

Department spokesman Steve Whitmore stressed the agency is not providing protective custody. He referred questions to federal authorities, who have declined to comment.

Jody Armour, a professor at the University of Southern California's Gould School of Law, said it's "not unusual at all for the government to step in and give a citizen in distress or danger special protection, but it can't be unlimited. They're going to have to strike a balance."

A 14-minute trailer for the film posted on YouTube sparked violence in the Middle East, including an attack in Libya in which a U.S. ambassador was killed. Nakoula, a Coptic Christian and American citizen who served federal prison time for check fraud, told The Associated Press in a short interview last week that he was involved in management and logistics for the anti-Islamic film. Federal officials, however, told the AP they have concluded he was behind the movie.

Furor over the film has been widespread. Bahrain protesters used Twitter to organize demonstrations that included burning American flags in the nation that hosts the U.S. Navy's 5th Fleet. Pakistan's conservative Islamist parties sent out text messages, mosque announcements and made phone calls to bring out protest crowds, including about 1,000 people in the northwestern city of Peshawar on Sunday and hundreds who rushed the U.S. consulate in Karachi, sparking clashes with police in which one demonstrator was killed.

"Yes, we understand the First Amendment and all of this stuff," wrote Khalid Amayreh, a prominent Islamist commentator and blogger in Hebron on the West Bank. "But you must also understand that the Prophet (for us) is a million times more sacred than the American Constitution."

In America, the government can't even order that the video be removed from YouTube. All it can do is ask. And so far, parent company Google has declined, saying the video was within its guidelines for content. The company did restrict access to the video in certain countries, including Egypt, Libya and Indonesia, the world's most populous Muslim nation.

"This can be a challenge because what's OK in one country can be offensive elsewhere," the company said in a statement.

That's precisely the point about the First Amendment, Armour said.

"The reason it is a constitutionally protected interest is precisely because it may prove unpopular," he said. "Words and images don't just convey information, they are attached to consequences. That's when we really have to ask ourselves, 'What price are we willing to pay for that First Amendment interest?' And these are the times that really test our convictions."

Repressing Nakoula's right to make the video would set the U.S. on a slippery slope that might eventually lead to censorship of such shows such as "South Park," which often pokes fun at Jesus Christ, and other religious parodies that are "woven into the American way," said Armour.

In 1975, former CIA agent Philip Agee published a book detailing agency operations and disclosing the names of a number of CIA agents working undercover overseas, Rosenthal said. Even in that instance, the U.S. government didn't press criminal charges but instead revoked Agee's passport and sued him for the book's profits.

"It's not clear that there is, on the books today, a law that makes what (Nakoula) did a crime," Rosenthal said. "This is an extremely difficult problem."

Indeed, federal officials have said they are looking at Nakoula only in the context of whether he violated his probation for the fraud conviction. Under terms of his sentence, he was banned from using computers or the Internet as part of his sentence.

The probation issue "gives the government a relatively low visibility way of prosecuting him but not technically for what he said and how inflammatory it was," Armour said. "It may be a way of splitting the baby."

Report: US likely created computer viruses for espionage, warfare

BOSTON (Reuters) - Researchers have found evidence suggesting that the United States may have developed three previously unknown computer viruses for use in espionage operations or cyber warfare.

The findings are likely to bolster a growing view that the U.S. government is using cyber technology more widely than previously believed to further its interests in the Middle East. The United States has already been linked to the Stuxnet Trojan that attacked Iran's nuclear program in 2010 and the sophisticated Flame cyber surveillance tool that was uncovered in May.?

Anti-virus software makers Symantec Corp of the United States and Kaspersky Lab of Russia disclosed on Monday that they have found evidence that Flame's operators may have also worked with three other viruses that have yet to be discovered.

The two security firms, which conducted their analyses separately, declined to comment on who was behind Flame. But current and former Western national security officials have told Reuters that the United States played a role in creating Flame. The Washington Post has reported that Israel was also involved.?

Current and former U.S. government sources also told Reuters that the United States was behind Stuxnet. Kaspersky and Symantec linked Stuxnet to Flame in June, saying that part of the Flame program is nearly identical to code found in a 2009 version of Stuxnet.

For now, the two firms know very little about the newly identified viruses, except that one of them is currently deployed in the Middle East. They are not sure what the malicious software was designed to do. "It could be anything," said Costin Raiu, director of Kaspersky Lab's Global Research and Analysis Team.?

Newsforyou
Kaspersky and Symantec released their findings in reports describing analysis of "command and control" servers used to communicate with and control computers infected with Flame.

Researchers from both firms said the Flame operation was managed using a piece of software named "Newsforyou" that was built by a team of four software developers starting in 2006.

It was designed to look like a common program for managing content on websites, which was likely done in a bid to disguise its real purpose from hosting providers or investigators so that the operation would not be compromised, Kaspersky said in its report.?

Newsforyou handled four types of malicious software: Flame and programs code-named SP, SPE and IP, according to both firms. Neither firm has obtained samples of the other three pieces of malware.

Kaspersky Lab said it believes that SP, SPE and IP were espionage or sabotage tools separate from Flame. Symantec said it was not sure if they were simply variations of Flame or completely different pieces of software.?

"We know that it is definitely out there. We just can't figure out a way to actually get our hands on it. We are trying," Symantec researcher Vikram Thakur said in an interview.

About a dozen computers in Iran and Lebanon that are infected with one of the newly identified pieces of malware are trying to communicate with command and control servers, according to Kaspersky Lab.?

The researchers found a large cache of data on one of the command and control servers, but cannot analyze it because it is encrypted using a password that they said would be virtually impossible to crack.

They believe that it was encrypted so heavily because the people coordinating the attack did not want the workers using the Newsforyou program to be able to read potentially sensitive information.?

"This approach to uploading packages and downloading data fits the profile of military and/or intelligence operations," Symantec said in its report.

Last February, that post?on Ulrey?s military website ? penned partly to set ?the media? straight, partly as an online life buoy for men and women like him ? resonated with hundreds of current and former service members who posted comments to echo and empathize with the former Army gunner?s frustrations and fears. The reactions haven?t stopped coming: ?I am living this with you,? wrote Mike R. on Aug. 27, and ?Thanks for these words,? typed Greg H., also on Aug. 27. Talk of the column has spread far and wide among American military ranks.?

"The comments it got, and that it's getting, are really kind of inspiring. It seemed like it touched a lot of people.?A lot of it was guys and girls who just seemed real lonely out there, real isolated," Ulrey told NBC News.?"And they just seemed real relieved there was somebody out there like them."

Ulrey now looks at his essay as???if not the first embers of a true movement???maybe the early moments of a fundamental shift in the public discourse on Post Traumatic Stress Disorder, a series of anxiety-based symptoms afflicting up to an estimated 500,000 U.S. troops who have served in Iraq and Afghanistan.?He wrote the article, he said, at roughly the same time he finally sought treatment, 15 years after an IED in Bosnia shattered his wrist, blew out his eardrums and began chronically haunting his slumber.

?It just came out of me, just kind of flowed from the heart,? Ulrey told NBC News. ?I guess my higher calling is to make sure other veterans get this message, get the help they need. But If I can make people understand we?re not the big, evil demons that some people make us out to be, so much the better.?

Indeed, the piece was meant to be aimed largely at "mainstream"?media outlets, Ulrey said. Amid a litany of news reports in recent years about young veterans committing violence or suicide, he winced at how often journalists swiftly linked the acts to PTSD.?

"I, along with my cohorts, have been classified as a potential powder keg just waiting on that spark to set us off into a murderous explosion of ire. This is not the case," Ulrey wrote in his post.?

That sort of breathless PTSD coverage has painted the diagnosis, and perhaps all combat veterans, with a social stain, Ulrey said. PTSD evokes concerned whispers from family members, worried glances from co-workers, and dead-ends at job interviews.?

"The stigma is so negative. I?ve heard time and time again from veterans: 'I?m not getting the looks (from companies) that I should be getting. I?m not getting that second interview.'?I know some guys who are leaving stuff off their resumes or downplaying what they did during their time in the service so that it doesn?t trigger those kinds of questions (about mental health).?

"You?re automatically tainted just because of your service, even if you don?t have PTSD at all," Ulrey said.?

But it's not just corporate America that, in Ulrey's view, misunderstands PTSD. Even inside the military, the disorder, and certainlythe act of service members seeking help for it, is often viewed as a personal flaw, or as a lack of mental muscle, he added.?

"They?ve been suffering with it and they?ve been afraid to say anything about it, because they were afraid of the ramifications," Ulrey said. "In the military, if you need to go to mental health, then you?re weak. And we don?t have weak in the military. We?re warriors, we?re not supposed to feel this way. But it?will take out the baddest dude or the littlest, wimpiest dude. It doesn?t discriminate."

At the top of the U.S. military pyramid, however, leaders say they are toiling to change that old thinking.?

"Seeking help is a sign of strength not weakness," said Cynthia?O. Smith, a spokeswoman for the Defense Department. "No, military careers aren't at risk for seeking help."?

As proof, Smith e-mailed NBC News a memo, signed May 10 by Secretary of Defense Leon Panetta, that read: "Leaders throughout the chain of command must actively promote a constructive command climate that ... encourages individuals to reach out for help when needed."

And on the topic of Ulrey's matter-of-fact pitch for America to stop demonizing PTSD?and those diagnosed with it, Smith said: "Mental health disorders, like most medical conditions, are treatable. Many service members with symptoms of PTSD recover with appropriate medication and/or psychotherapy within a few months."

Ulrey's medication includes prescribed blood-pressure drugs that prevent the flashback nightmares he once suffered. Those dreams used to wake him with a jolt four to five times a night and caused him to sweat so profusely that his sheets often were drenched by dawn.?

"I have never physically assaulted anyone out of anger or rage," he typed last February. "I have never committed violence in the workplace, just like the vast majority of those who suffer with me. My co-workers know I spent time in the military but they do not know of my daily struggles, and they won?t."

But like any good writer, Ulrey has picked up on the irony in his larger quest to convince the world to simply see soldiers and veterans as regular folks who are dealing with battlefield stress on their own terms. In his current job as a law enforcement officer???he asked to keep his city of residence out of this article to protect his family???Ulrey earlier this month faced a pointed question from his boss.?

"He saw the article and asked me: 'Do I need to know anything about this? Do I need to be worried?? I said, ?No not at all.'?

"It had been bugging him and, I guess, bugging the other supervisors I work with for a couple of months. That was the whole purpose of the article. So that people don?t get that question from co-workers or supervisors," Ulrey said. "Even if we have PTSD, we?re OK. I am not going to freak out on you."

Merkel insists bank supervision must not be rushed

BERLIN (AP) ? German Chancellor Angela Merkel is digging in her heels on plans for a new European banking supervisor, insisting Monday that they must not be rushed and that she sees no need for joint European deposit insurance.

Creating a banking supervisor is a key part of Europe's attempts to end its three-year debt crisis, partly because it has to be in place before other measures can be considered.

These include a Europe-wide deposit insurance scheme; a single method for winding down bankrupt banks; and allowing the European bailout fund to directly help banks in trouble, relieving the financial risk such rescues to individual states.

But the European Commission, the EU's executive, has irked Berlin with plans to have the new supervisor oversee every bank in the eurozone, rather than just the biggest, and to have it start work at the beginning of 2013.

"If it's Sept. 15 today and we're just starting the discussion, it is relatively unlikely that, on Jan. 1, a functioning authority will be standing where we don't even have a decision on the building plans," Merkel said at her annual summer news conference.

"What has always hurt us in Europe, particularly with the financial markets, is when we have made announcements that in the end couldn't be implemented," she insisted. "This must take the time needed to secure good quality."

Merkel cautioned against rushing the process simply to hasten the day when struggling banks will be able to get aid directly from the ?500 billion ($656 billion) bailout fund, the European Stability Mechanism.

She insisted that Europe must keep to its agreement that the new supervisory system be put in place before the ESM is allowed to help banks directly? "that is the sequence and it is indispensable to keep to it."

Merkel also balked at the idea of a region-wide depositors' insurance plan. Germany's public-sector savings banks and cooperative banks have urged her to block it, arguing it would come at their expense.

The chancellor said she favors harmonizing deposit insurance standards, but "the question of a common deposit insurance does not arise for me, so we don't need to discuss it at the moment."

Merkel stuck firmly to her insistence that resolving the crisis will be a long-term, step-by-step progress that will ultimately require much better and closer coordination among the 17 countries that use the euro.

As Europe grows closer together, "democratic legitimation of what we do is very important," she said.

In Germany, the supreme court already has forced the government to submit virtually all decisions in the crisis to Parliament. For Europe as whole, Merkel raised the possibility of greater coordination between countries' Parliaments, or of setting up a group within the European Parliament representing the countries that use the euro.

Bailing out struggling eurozone countries hasn't been popular in Germany, which has Europe's biggest economy and funds the largest part of the rescue operations. In turn, Berlin's recipe of painful spending cuts and economic reforms is unpopular in the financially weaker countries.

Merkel suggested that disenchantment with the idea of European integration can in the end be overcome by her drive to overhaul systems that haven't worked.

"If there is criticism of Europe, that isn't because people don't want Europe, but because they see that there are functional weaknesses," she said.

The chancellor dodged questions as to whether Greece would get more time to enact reforms and repay its loans from international creditors, or more aid. Austria's finance minister said at the weekend that Athens would get a "cost-neutral" extension.

Merkel said she wants Greece to stay in the eurozone, adding: "I think that everyone who is politically sensible will want that, too."

She insisted that Greece must stick to its pledges to implement reforms, but otherwise pointed to a report from Athens' international debt inspectors, expected next month, that will determine whether Athens gets a crucial next tranche of aid.

"In some cases, this is about reforms that, I think, wouldn't bring any extra burden for the population," she said, citing planned "organizational improvements" to the tax system and labor market.

"I don't think it helps to revolt against measures that have to be taken anyway," Merkel said. "And with some measures, I say that if they have to be taken, quicker is perhaps better than too slowly."
